Using CUP for workflow for non-connected non-SAP system

Is it possible to utilize CUP for workflow/approval for a non-connected non-SAP system? Per the configuration guide it says, "The other system, such as a legacy system, is used to manually provision user access (no auto-provisioning). In this case, the legacy system does not have an RTA installed; therefore, you do not test the connection"

However, when I try to set up an "Other" connection, it's asking for Web service URI, username and password. I tried just using dummy information in there, but when I tried to create a request using this "Other" system, when I got to the point to select roles, there's a red message saying "System not connected".
