Java Development both connected and unconnected to SAP

Is the JDI a good development kit for Java applications that are outside of SAP? I would like to set a guideline for one tool for all Java development in our company but not knowing the SAP tool I'm not sure if it's also a valid tool for all our applications, not only those integrated to SAP.
