Problem with transporting new workflow

Hello, SAP Specialist!

We created new Workflow on development system PCD. Then we transported request to test system PCQ. We found that workflow is empty. There was no version.

We looked transaction SWDM in system PCQ and found that workflow “Transported for the Fist Time and Not Yet Activated”. We have two questions:

1. How can we create Workflow version on PCQ?

2. How can we activate Workflow on PCQ?

We started RSWDVERCNT and found that XML import of container 'WS90000011' failed.

Please, help us to solve this problem!
