Shopping cart change by approver

Hi experts,

we are using Process controlled Workflow and using Approval with completion for approval so that approvers can change shopping cart during approval process. when doing so the shopping cart is not sent to requestor unless the inquire is selected. the requirement is whenver approver changes the cart system should always send the shopping cart to requestor, is there anyway this can be achieved we basically no need the inquire functionality.
