Have anyone come across a solution on how to turn off expansion in EPM on columns or rows? I will start digging a bit more as well.

when you create a new report and select what you want to see in columns/rows, instead of using something like member & descendants use member only and select all individual elements you want to see.
That way the report always has the same column/row members.

You are correct the column headers stay static but the expansion still happens on the columns. In EVDRE, if you turned off column expansions, a user could delete or change a member in the column header and the report wouldn't rebuild it. In EPM, the report is rebuilt at every refresh hence the expansion still happens.
Selecting member only doesn't turn of the expansion because expansion uses Expand Options defined in the Sheet Options.
I just found out a trick to turn off the expansion. It doesn't exactly turn off the expansion but it is a workaround.
Go to Sheet Options and select Custom Expand --> Define Custom Expand. Check "Include member", "Only level" and type 999 to the level. Since there is not going to be a hierarchy that it's levels reach to 999 (unless you have a super huge hierarchy) the expansion in only is not going to work.

I am currently trying to build an input schedule in which the user can individually select a certain dimension member per row.

If you scroll to the reporting section you can use the method to achieve a similar result. Good luck and let me know if that worked for you.
