Tax indicator has percentage rate

Hi SAP Experts,

Greetings to all...

I wish to ask following question:

I created a new Tax code for service tax. I didn't maintain any tax rate in FTXP. I created a new condition record using FV11 for condition type JSER (for service tax) and created one more condition record for condition type JES5 (Education cess). But when I am trying to create one more condition record for condition type JEDS (Sec Education Cess) it is throwing error "Tax indicator S2 has percentage rate".

Please suggest if have missed anything in configuration.
