How to write Slogic for Hard Code members

Can any one please help on how to write slogic for the Destination TIME?.

Ex: Source CAT: ACTUALS Jan to July = $1000(monthly) Destination CAT: PLAN(always) Destionation TIME=DECEMBER(always)
