Budgeting in ECM

Hi,

I am supposed to implement budgeting in my current project. I am trying to create a prototype in my sandbox. The scenario is I want to create an org level budgeting and use it to assign to employees for compensation planning purposes. Howver I am not able to do so.

When I set the budget to be 'top down' and create the budget structure from org structure, I can assign values to the each budget unit. But, when I go to the Compensation Planning iView, it says that "budget for this employee can not be found" or " this employee does not have any budget". Therefore, I can not use the budget values for the compensation planning.

When I set the budget to be "bottom-up: use guidelines" and create the budget structure from org structure, I can not assign values to the budget unit in the budgeting iView. But, when I go to the Compensation Planning iView, the budget figure gets defaulted from the guidelines that too only when you define a default amount/unit. But, I can not have the budget values from org structure which is what I am trying to achieve.

Please let me know whether this can be achieved, in the standard system without any development efforts like BAdi, custom import or PCP. Thanks!
