Problems getting started with WebElements

We're excited about WebElements and being able to use them in our reports. However, our install is not going as we expected from the documentation.

We configured our server, SAP BusinessObjects Enterprise XI v3.1 SP3 Fix Pack 3.6, to allow HTML pass-through as explained in the WebElements 2.47 user guide. Next we opened the webElements_247 RPT file in our Crystal Reports 2008, went to the Formula Workshop, edited the WEPlatform module (XI v3.1 wasn't mentioned in the comments, so we uncommented XI 3.0 .NET), saved it, and then right-clicked on WEInstaller and Add to Repository. However, after logging into our repository, it apparently only saved WEInstaller and never prompted us about adding additional custom functions. (I let it run for a while since the documentation said it would take several minutes.)

Starting a new report and going to the server repository custom functions only shows WEInstaller, so I'm guessing we did something wrong that caused all the other custom functions to not be loaded. Do I need to go through the whole package one-by-one and load them up? Or is there a step in the install that we have missed?

Thanks in advance for any diagnosis on the problem that you can provide.
