Is it possible to create a PC UI application in non CRM system?

Greetings.

We are on ramp up of ECC 5.0 with HCM. We wanted to create some custom application for Portal and looking into PC UI.

It seems the Blueprint tables are available in ECC. Is it possible to create a PC UI application in the ECC environment without CRM installed?
