In the blog http://www.sdn.sap.com/irj/scn/weblogs?blog=/pub/wlg/28506 a good explaination is wriiten of how a digital personnel file cab be set up using standard funtionalities.
But,
If I understood it well, this feature is very useful for professional users using the SAP Gui.
My question, can we use this feature to display documents to an end-user or a manager via the SAP portal using ESS/MSS. Of course not all documents are visible for the end user (e.g. only appraisals)and other documents are visible for a manager (e.g. appraisals and cost notes). The necessary security must be set.
Can someone give some advice?

First: yoy check if in your siystem the service RCM_ORGANIZER exist.
tx SICF /default_host/sap/bc/webdynpro/sap/rcm_organizer
Check the service, rigth button and test service,
Second
you can create a iview for webdynpro abap for view the service RCM_ORGANIZER
and add to rol for employee.
