Handicap Payment for number of family member challenged mentally physically

Dear Friends,

The client wants automatic calculation of handicap payment for number of family members physically and mentally disabled.

The scenario is:-

1) The system should make the handicap payment automatic and every month.

2) There is standard Rate for handicap payments and it should be multiplied with numbers of family members handicapped.

3) The system should automatically determine the number of members handicapped.

Ex:- Standard Rate =151.47

No of Handicapp Family members = 2

Amount = 151.47 * 2 = 302.94

The payment amount 302.94 will be done automatically every Month.

Kindly suggest for above scenario how to handle in rule and schemas.

I am very new to creating rules and schemas.
