Confirmation Action

One of my employee was suppose to get confirmed on 01.11.2011, but user forgot to run confirmation action for him and he got transferred to another company...and one month payroll has also been run for this employee.

Now none of the HR Administrators are not able to run confirmation action.

What should be done. How can we run confirmation action for him?
