I am looking forward for a tool such as Solution Manager to be implemented to control all what it controls, monitors, manages to be used alone without any SAP ERP implementation.

Hi,
As Paul already told you - existence of ERP is not mandatory for using SAP SM.
For example, you can use it as a Service Desk tool (registering and working with incidents, problems and knowledge articles, send messages to SAP).
But to see and receive all benefits of SAP SM (EWA, full ChaRM and others) - you should have some systems to be managed, because SAP SM - is a managing tool.

You do not need ERP in your landscape to use Solution Manager, if this is your question.
But if you don't connect solution manager to your system landscape, it really does not offer much if you are not going to conenct your system landscape, but certainly ERP is not a requirement, if this is what you were asking?
