Application subscription to a KM change

Hi Guys,

Is it possible for a PDK application to subscribe to a KM change (new document in a specified folder for instance)?

I've have PDK component which has to refresh on a modification made in KM content. From component point of view I have epcf eventing. From KM perspective, do we have an API or mechanism to send events to applications which have subscribed(not emails)?
