Deleted PR line item to PO

Hi,

When converting PR to PO through ME21N manually, deleted line items (deletion fllag on) from PR are adopting to PO as open line item. Is it a standard SAP behaviour? Can we prevent any other way except selecting the open only check box in Overview section before adopting the PR.

Any suggestions...
