I am looking for a function module that will return an employees HR Generalist or the HR Generalist for an organizational Unit.

You may be able to take advantage of FM 'RH_PM_GET_STRUCTURE'. We have a WEGID to pull all emps, positions and org units under a generalists responsibility for instance. That might get you started in the right direction.
