Garnishment notification letter edit function issue

I have successfully created a garnishment notification letter to automatically generate. The 'edit' function is grayed out and I am unable to edit the letter via PA30 or transaction P000_M10_GNOT.

Can anyone tell me how to activate the 'edit' function for modifying this garnishment notification letter?
