Hello,
As you already know , in SAP Standard Plant is determined in following in sequence:
1. Customer Material Info Record
2. Customer Master Record
3. Material Master Record.
Now you have three plants in Mumbai & you want to automatically determine Plant by Customer nearest location.
In this case, I would suggest you to maintain Delivering Planty in Customer Material Info Records for required Customers. Also can also enter Delivering Plant in Customer Master Records for such Customers.
Hope this helps,
Thanks,

HI
If the customer Place an Order in Bangalore and dispatch to Mumbai customer (Ship to party) , plant is there in Bangalore and Mumbai
in your case it should pick Mumbai plant
if my statement is correct then follow like this
Plant Determination : Customer Material Info Record, Customer Master , Material Master
Maintain the Plant in Ship to party customer in Customer master Under Shipping Tab
and also check Shipping Point Assignment
Path: SPRO>Logistics Execution>Shipping>Basic Shipping Functions>Shipping Point and Goods Receiving Point Determination-->Assign Shipping Points
Shipping Condition + Loading Group + Plant + Shipping Point +Manual Shipping Point
Plant is applicable item level
