XCM not loaded on NW 7.3 for B2B / Shopadmin

We have loaded the application on a NW 7.3 system and when I go to start the XCM configuration for the application, I receive an error that XCM could not be loaded.

Cannot process an HTTP request to servlet [action] in [shopadmin] web application. 
[EXCEPTION] 
javax.servlet.ServletException: Initialization of Extended Configuration Management failed. 
at com.sap.isa.core.ActionServlet.init(ActionServlet.java:127) 
at javax.servlet.GenericServlet.init(GenericServlet.java:270) 

Our version of SAP-SHRAPP is 1000.730.0.0.0.20110614194425

Our version of the crm~b2b component is 10501267 Change Number 17

Our version of the crm~shopadmin component is 10501225 Change Number 17

Are we at the right patch levels of components or is there something that we might be missing that would cause the XCM not to load properly on 73.

I also noticed that we are receiving errors of XCM_APP_SCOPE and XCM_SESSION_SCPE in our logs. In additon we get this message in our logs:

Error initializing extended configuration management: java.lang.NullPointerException: while trying to invoke the method org.w3c.dom.Node.getNodeType() of an object loaded from local variable 'node'

Have you deployed "SAPCRMDIC" on your server along with other SCA files?
