Complaint registration

Hi,

In cs complaint registration by default system will be treating the sold party as the complainer. Lets take in my case the person to whom i sold may not registering complaint .The end customer may raise complaint too in that case i want to record the end customer as the complainer How can we change the complainer in the notification. do i need to create the end customer master before creating the complaint.

Can any one help me on logic
