New Account Request in AC 10.0

Hello ,

When a user is selecting New account request (even though he already has account on the backend system) GRC allows him to submit request..In that case what would be the need for change request as it will be redundant.

Are there some settings I am missing so that system would reject stating that you already exist in system or is it how the AC 10.0 is setup.
