List of users when sending a document to an inbox

Does anyone know what permissions need to be granted in bo 3.1 to allow users to view a list of available users to send a document to a bo inbox? I can see the list when I log in as admin and when I log in as myself (I am in the Admin group), but my users only see themselves as the available inbox. I have the destination server enabled and it's working for those of us in the admin group.
