Uk Employee Holiday Buy out/Sell out data

I have a requirement in Uk time management.

Employee has option to buy/sell holiday entitlement in a third party provider system. This buy/sell out process will happen during the Flex period (gnrlly November) for the upcoming calendar year.

Hence holiday entitlement data should be sent to third party by the month of November.

But time eval will generate quota only in the end of calendar year(ie on Dec 31st).

What should be done for this scenario. generally what is the process followed ?

Make Time eval generate the quota at the end of October instead of December, so that you have the data available to send to the 3rd party in November.
