Hierarchy Filter in free Characteristic

I have a hierarchy node variable placed in Free Characteristic. When i execute the Query the Query is not getting filtered by the nodes in the hierarchy.

If i select the top most node during the query execution , results are coming correct.

But if i give it blank , it should select the entire hierarchy(i.e the top most node)but it is retreving the

wrong result .Either you select the hierarchy or hierarchy top most node it should be one & the same.

Unassigned nodes are suppressed in Hierarchy attribute.
