Queries for External services with service specifications.

I have queries related to service specifications.

1.The overall/expected limit is for planned or unplanned services?

2.For service item do we need an agreement and if yes how an agrrement is created?

3.When I do my business completion, I get a warning message "Invoice still without final billing indicator".

After invoice I have done the payment via tcode f110.Than why is this message coming?
