what a terrible error in Universe Designer (bo xi r3)

What is the purpose of the following option in Universe designer?

Tools->Manage Security->Manage Access Restrictions-->New --> tab Objects

If I insert an object restriction on an object named account number -because not all of the users have to see the account number but they do have to see the amount in one of their reports- , I would expect that this report refreshed.

But it doesn't happen and the report throws a message like: you don't have rights to see all the objects in this report. And it doesn't refresh anything. Shouldn't it refresh at least the columns the use is allowed to see?

Am I wrong and the restriction on objects in Manage Security is not for what I thought it should be for?

and if i apply it, I can't use the reports that have just one object restricted by it, as i mentioned above
