BIG ISSUE: Internet Explorer automatically shifts page when clicking

So I have a big deliverable due in a few days and I have just run into an issue that I am not sure how to resolve. I have a web intelligence report built with about 30 columns of data. This report spans beyond the width of my screen, meaning I have a horizontal scroll bar. I have added in hyperlinks to each of these cells that allow the user to click a value and open a new report.

The issue that I am running into is that in Internet Explorer, when viewing this report, if I scroll over to one of the columns off to the right and try and click into a cell, the report shifts back to the left. At this time I can click any value on the screen but if I try and scroll again, and click a value off to the right, the report automatically shifts. This prevents a user from ever being able to click a value that does not initially show up on the screen.

Can someone help?
