ITS 6.20 Patch 17 problem

Prior to installing ITS 6.20 patch level 17 in our sandbox we could change the IE language (tools>options>language) to say French and the portal (EP6.0 SP2) would switch to French and so would the associated ESS/MSS iviews when accessed. Now after installing the patch, we can change the IE language to French and the associated ESS screens stay in English.

Any ideas????
