Enhancement icon not visible in SE38/SE37

Hi,

I need to enhance standard report and a standard FM for one of my clients ECC system which is at ECC5 version but I am not able to see the standard icon in the menu bar nor do i find it in menu paths which we usually see. I noticed that i could see the same icon in my organisations ECC system. Can anybody please let me know what is the reason behind it and if any authorisation roles are required for the same as my clients basis team says that i have full developers access. Help is highly appreciated.
