Outbound delivery is on backorder (check shipping deadline)

I have a problem with delivery note.

In sales order I have two item lines

Item 10 Normal sales order material item catecory TAN

I have split this line in scheduled lines tap.

Okei

Item 20 I have material (not batch managed) item catecory TAW

When I create delivery (VL01N) note item 10 works fine and I can make several delivery notes.

But item 20 allows me to do only one delivery note.

If I try to create another one system gives an error "Outbound delivery is on backorder (check shipping deadline)"

If I split this material system gives a same error.
