Time zone doesnot update.

hi

one of my user facing problem that states that the time zone is still not changing when you override the ship to address within an order you have to manually change it.

When customer care types over a ship to address, the time zone does not update.

I looked at configuration for time zone and did not see where this can be changed to allow it to update when the ship to address is manually entered

help me guys how resolve the issue.
