Can Web AS 6.40 SP9 be upgraded to SP11?

Can someone clarify whether 'SAP NetWeaver Enterprise Portal on MaxDB - Developer Edition Sneak Preview' containing Web AS 6.40 SP9 can be upgraded to SP11?

I have heard conflicting accounts so far.

Also, does the sneak preview contain complete versions of Web AS and EP or are they cut-down versions?
