Trouble with Multiple Tables/Subreport

Report has the following features:

Pulling info from table A and B; A is Invoice data, B is Bill of Material data.

Links are Invoice # and Line # (outer join from A to B)

Invoice will have one unique Invoice # and Line #.

BOM will have multiple instances of Invoice # and Line #.

Looking to report Line # within Invoice # within Product #:

When I use a detail line for A and a subreport for detail B, it processes the Line group the number of times an entry appears in the BOM (4 times in this example)

When I put line A in the group header, it displays correctly the way I'd like it to appear, but subtotals are so screwed up I can't even figure the reason for going wrong.

I've done similar stuff in the past, but for some reason I'm not seeing the error of my ways.

What's the best way to structure this.

I need to be able to subtotal A and B records as though they are basically the same.
