Maintain Operating Concern

We are only tracking expenses & revenue by products. My question is , while maintaining Operating Concern, do we need to choose the Characteristics. Because I do not see the Characteristic "Product" there. All we have there is "Product Hierarchy". How do we get to choose Product in "Maintain Operating Concern"?
