Dear Experts,
Can we add user defined characteristics and value fields once we have activated the operating concern?
If yes then How?
If no then, can we delete the Operating Concern and create a new one with the same code?

Yes, you can add user defined characteristics and value fields to your COPA though you have activated.
While activating those nobody shouldn't use the transactions which affect the COPA values.
