warranty counters

Hi,

I am created counters both performance and time based also assigned to the master warranty. my doubt is do i need to assign values for the time based counters at time of notification creation.can any one tell me the purpose of measuring Point and measuring document in Both Time and performance based counters . what i understood is only performance counters required reading not for time based one
