our material description was not uniform

is there any program in SAP to create standard description based on the inputs

There is no such standard SAP program. You have develop one after the defining the rules that will logically create material description as desired by your client.

But, I don't know why SAP is not provided this facilities.

There cannot be standard SAP program to define the material description. It is a text field and the variability between customers on how to fill it up is very high. Even within the same customer, I have seen lot of variations.

You can use LSMW or a BDC to change your material description as per your requirement.

LSMW for MM02 select basic data view only and give the correct material description and save.
