Approvals need in project level in PS module

PS gurus,

I have 2 scenorios

1)My client wants to maintain the approvals for Marketing campaign in PS level,there is a hierarchy to approval for this campaigns ,some country wise,some local wise.

2) how do we attach the files in project or wbs level?
