Delivery blocked in GTS Compliance, doesn't restrict creation of prof. Inv.

Hi Experts,

When we create a Sales Order and when its blocked in GTS Compliance it doesn't allow us to create a delivery Unless the block is removed in GTS.

But unlike above, even when the delivery is blocked in GTS compliance, It allows us to create a GTS Proforma Invoice.

Once the Picking status is "C" in ERP.

Can we restrict this. Can someone throw light on this.
