How to reduce ESS leave applying and approving steps

Dear Experts,

While applying and approving leaves from ESS, there are 3 steps:

a) Send

b) Review

c) Send

It takes lot of time for approver if there number of subordinates.

Please suggest can we reduce these into single step from 3 steps or something else needs to be done.

Also how to do.
