Issue in sending message to XI Server

Experts,

I am getting following error while message to XI server. it happens for all kinds of interfaces like File,SOAP etc.

com.sap.aii.af.ra.ms.api.DeliveryException: java.lang.RuntimeException: Error while silently connecting: org.w3c.www.protocol.http.HttpException: Connection refused

Target system is available.

Message is not reaching XI Server itself sent by sender system.

What is your sending application and whats the touch point from Sending application to XI Server ?

i am placing file through FTP. same error appears in sender file communication channel.

i have sent SOAP Request through SOAP UI Tool, same error appears in SOAP UI Tool.

Message is not reaching XI Server.
