Which environment to set I18N_NAMETAB_ALT_ALLOW

Hello Gurus..

I need to set the above parameter on my environment based on SAP Note 738858. My OS is Linux. I have set the environment on both <SID>adm and ora<SID> user. When I execute env, I could see the environment I set correctly.The value I set for I18N_NAMETAB_ALT_ALLOW is 9999999. However, when I run SAPINST, one of the logs shows a different value. For example, I view log SAPSDIC.log. Below is the output I get :

Is there a specific path that I should set this value.

Appreciate your help.

    This is answered. The environment has to be set on the user that executes SAPINST.
