It can't be achieved in SAP because SAP equipment number is used to keep each equipment record uniquely. What is business benefit if you use the same equipment number for multiple equipments of plants?

I think you can declare them as PRT's (Production Resource Tools) and assign them to the planning plant only, don't put maintenance plant. This will give you flexibility to use it under all the plants, which are under this planning plant.

If planning plants are also different, I think it would be difficult to map it. You can make an attempt to create PRT's without any plant and try to rope in the order. I think it won't work but, you can make an attempt.
