SOLMAN_WORKCENTER issue with displaying Change Requests/Documents

We have a strange problem where the Change Request section and Change Document section is NOT displaying in the Change Management tab of tcode SOLMAN_WORKCENTER.

It sounds like a security issue but security is correct.

We have found a resolution to the problem. We need to create an entirely new user for the person in Solution Manager and these sections then appear (even though the security was exactly the same as what they previously had).

I've tried finding a note for this issue with no luck.

Anyone came across this and have a better resolution??

    Figured it out.

    There was a mistake with the Employee ID related to the Business Partner.

    Resolved.
