How to post zero hours in actual hours in CATS

1. In our sceanario , we have to post zero hours in actual hours in Data entry screen in T Code CAT2

But when we enter zero , system replaces it with blank cell & release of this cell is also not possible

When we approve the period in which this cell is contained , this cell remains editable after approval

Although , the number of hours posted thru CAT5 will remain correct , but we are afraid that due to editable entry , somebody can again enter some hours in that cell at later point of time , which we want to avoid

Can I be helped

2. The target hours are appearing in our off days also .How we can avoid this

    I have tried this .This is not solving the problem

    Also we are not using HR infotype for CATS , as our CATS is only for data transfer to PS
