Last changed date different between two systems after transport

Hi, first of all, I am not from basis background and just want to make sure whether is this something correct or not.

I found that the "Last changed date" and "username" are not same between the original system and the target system. Is this something configurable?

And the "username" field is totally empty. However, the program code's version is identical in both systems.

Depending on how the data has been transported, you may be seeing the PI ID and the date the new item was created instead of the original sending systems values.

Can I say this is something configurable at basis level? The object "last change date" can be either taken from the original system(DEV) or the date of transportation occurs? Correct me if I'm wrong.

Different objects travel different paths between ECC and TM. Some are CIF'd, some travel by PI, some by web service or RFC calls, etc. Can you specify which object you are looking at?

The travel path is from ECC(dev) to ECC(QA), but not really sure which method is using now. The objects that we are looking at are classes ,proxy objects and abap report program(include function module). Are this information sufficient?

I think I misunderstood your question. You are referring to the system Transports not the connections between systems. If the Transports are not transferring all the contents, you really should talk to your basis folks and tell them which items are not being reproduced correctly.
