Allowed PO created without refer to any PR

Hi all,

Currently, there is one type of PR(NB) allowed to create in our system. And all users was control with an EFB parameter to ensure all PO must created with a references to a PR. But there is a new request from user, which they would like to allow non-trade related PO created without refer to any PR. It means no PR need to be created for non-trade related PO.

Could someone advise?
