Eli I would suggest to have a development sld for all your non production systems which you can make Portal Dev..
Make either Solution Manager or Production EP as the central sld.Connect all your production systems to this central sld.Make a sld bridge beween Development & Central sld.

Hi,
I would suggest you to have local SLD for all portal system. Then you should have a central SLD either on solution manager or on portal system. As a result if your central SLD will be down then it would not effect portal system operations.
Thanks
Sunny

Hi,
Its better to make a system central sld whose availability is more. So, its more recommended to make a production system as central sld rather than development.
For the netweaver systems, send the data to their local sld as well as central sld.

Hello Eli,
You can make your portal dev system as Central SLD. You can go through the documents suggested by other folks to configure SLD.
Good Luck.
Thanks,
Siva Kumar
