Query on Reimbursement

In our project, the customer has provided pre-paid mobile connections to many employees and they have fixed usage limits for different categories of employees (e.g. Rs.2000 per month for senior excutives, Rs.1500 per month for Junior executives, etc.). Since it is pre-paid, the company pays the amount directly to the service provider every month. However, they would like to capture the mobile expenses of each employee in the system, compare the actual versus the set limit and take appropriate actions/decisions (this is done manually).

My query is: which is the best way to set up the limits employee categorywise & how do we capture the actual mobile amount employeewise? Can it be technically considerd as a Reimbursement, even though actually the employee is not getting anytime every month?
